Help towns and villages set up neighborhood, low-profit casinos for seniors and others

The issue of neighborhood casinos is discussed elsewhere in this issue Category 06. I want to make it clear that Neighborhood Casinos are really designed for seniors, to allow seniors with time on their hands to remain active in the community by leading them into non-gambling activities involving seniors and non-seniors, which can only be done if the casino is local, patronized by people who get to know each other and visit with each other on a regular basis, similar to a country club.
